  1. Pursuant to the Law of the Republic of Azerbaijan “On Public Procurement”, the Central Bank of the Republic of Azerbaijan is holding an open e-procurement on the following lots:

Lot 1: Purchase of works for the supply and installation of various types of air conditioners and central  heating-cooling-ventilation (VRV or VRF) system for the head office of the Central Bank of the Republic of Azerbaijan and its administrative building located at 27 Bulbul Avenue, Baku;

Lot 2: Purchase of maintenance service for fire extinguishing devices, systems and equipment installed in the administrative buildings of the Central Bank of the Republic of Azerbaijan.

  1. The bid will be held at 15.00, on 28 November 2022 over the single Internet portal for public procurements (https://etender.gov.az/) (hereinafter – Portal).
  2. Only business entities that are allowed to participate in e-procurement in accordance with the Law of the Republic of Azerbaijan “On Public Procurement” may participate in the tender.
  3. Interested persons may get the Request for Proposals by paying the following participation fees through the Portal in accordance with the ‘Rules for amount, payment and use of participation fee in e-procurement using the method of open tender or quotation request’ approved by the Decision No. 396 of the Cabinet of Ministers of the Republic of Azerbaijan dated 20 December 2021:

Lot 1: 150 (one hundred fifty) manat;

Lot 2: 250 (two hundred fifty) manat.

The participation fee is non-refundable.

  1. Bidders should submit the following documents via the Portal to be eligible:
  • bidder’s full name, Charter, state registration certificate or an excerpt from the public register of legal entities, bank requisites;
  • document confirming authorities of persons empowered to sign the bid and procurement agreement;
  • reference from the state authority on the bidder’s category of division of business entities;
  • the bid in Azerbaijani (to be valid through 12 January 2023);
  • bank guarantee in the amount of 1 (one) percent of the bid (as per the RFP);
  • bank statement on the financial condition of the bidder for the last 1 (one) year;
  • reference from the relevant public authority on absence of any overdue obligations and other compulsory payments in the Republic of Azerbaijan, as well as failure to comply with the Tax Code of the Republic of Azerbaijan for the last 1 (one) year (excluding the suspension period);
  • reference from the relevant state authority that the bidders, their managers and employees have not been convicted of a criminal offense or have not been barred from engaging in relevant professional activities during the 5 years prior to the start of the procurement procedure due to misrepresentation of their professional activities or qualification data for entering the procurement agreement;
  • reference from the relevant state authority that the bidders were not declared bankrupt, their property was not seized, there was no collateral for payment, and their commercial activity was not suspended by a court decision.
  • information on professional skills of the employees to be involved in the scope of the tender lots and the material and technical base in the form specified in Appendix No. 2 to the RFP (on both lots);
  • information on work experience submitted in accordance with the form in Appendix No. 3 to the RFP (on both lots).
  1. Bidders may deliver bids and bank guarantee by 18.00, 25 November 2022 at the latest and other required documents by 15.00, 17 November 2022 at the latest, via the Portal.
  2. Commencement date:

Lot 1: from the date of the signing the procurement agreement;

Lot 2: from the date of the signing the procurement agreement;

  1. Term of delivery of goods and services (works):

Lot 1: within 60 (sixty) calendar days;

Lot 2: within 1 (one) year.

  1. Evaluation criteria:

Lot 1: price and technical factors (guarantee period);

Lot 2: price factor.

 

Bidders may get all tender related enquiries and explanations only via the Portal.

 

Bidders can watch opening and evaluation of bids via the Portal.
