Pursuant to the Law of the Republic of Azerbaijan “On Public Procurement”, the Central Bank of the Republic of Azerbaijan is holding an open tender for combined insurance services consisting of insurance of fixed assets, cash funds and vehicles.

1. The bid will be held at 15.00, on 12 December 2022 in the administrative building of the Central Bank of the Republic of Azerbaijan (90 R. Behbudov Str., Baku city).

2. Only insurance companies that have received a license to carry out insurance activities and an official permit to carry out relevant types of insurance in accordance with the legislation of the Republic of Azerbaijan and that have been included in the Register of Participant Insurers of Compulsory Insurance Bureau for the relevant types of compulsory insurance can participate in the tender.

3. The aggregate capital of the bidder as of the end of the reporting period shall not be less than the amount of the required capital calculated in accordance with the legislation.

4. When the reinsurance is carried out by a foreign reinsurance company, the foreign reinsurance company shall be a reinsurance company entered in the relevant register of the Central Bank (even if the reinsurance is carried out through a foreign insurance broker).

5. Bidders shall submit the following documents to be eligible:

- application for participation;

- notarized copies of legal documents reflecting the legal status of the bidder (charter, state registration certificate or extract from the state register of legal entities), bank details;

- a copy of the special permit (license) entitling the bidder to engage in insurance activities in the Republic of Azerbaijan and a copy of the permit to carry out property insurance, including insurance of cash against fire and other risks, insurance against the risks of cash transportation, as well as the voluntary insurance of owners of motor vehicles and compulsory insurance of civil liability of motor vehicle owners;

- information confirming the acceptance of risk by reinsurers with a rating specified in the RFP;

- document confirming authorities of persons empowered to sign the bid and procurement agreement;

- bank statement on payment of participation fee;

- two copies (original and copy) of the bid in Azerbaijani (to be valid until 27 January 2023);

- bank guarantee in the amount of 1 (one) percent of the bid (in the form of bank guarantee attached to the RFP);

- bank statement on financial standing over the past one (1) year;

- reference from the relevant public authority on absence of any overdue obligations and other compulsory payments in the Republic of Azerbaijan, as well as failure to comply with the Tax Code of the Republic of Azerbaijan for the last 1 (one) year (excluding the suspension period);

- other information required on the bidder’s qualification as indicated in the RFP.

6. The bidder shall submit the tender proposal and the bank guarantee in a sealed, signed, written form, in a double envelope by 18:00 on 9 December 2022, and other required documents - in a sealed, signed, written form, in a closed envelope by 18:00 on 1 December 2022 at the latest, to the coordinator of the Procurement Committee in the administrative building of the Central Bank located at 90 R. Behbudov Street, Baku. Envelopes and documents submitted after the deadline will be returned unopened and the bidder will not be admitted to the tender.

7. To participate in the tender, bidders shall transfer a participation fee worth 150 (one hundred fifty) manat to the following account of the Central Bank of the Republic of Azerbaijan:

The participation fee is non-refundable.

8. The provision of the insurance service shall commence on 1 January 2023. The provision of services for compulsory civil liability insurance of motor vehicle owners shall begin on 25 January 2023.

9. Term of delivery: 1 (one) year.

10. Evaluation criteria: price, insurance conditions on offered package of services and unconditional franchise limits.

11. Insurers wishing to participate in the tender may obtain RFP documents in the Azerbaijani language from the coordinator of the Procurement Committee in the administrative building of the Central Bank, located at 90, R. Behbudov Street, Baku, by submitting a bank statement on payment of participation fee.
