TENDER ANNOUNCEMENT on conducting a penetration test (pen test) to assess information security in the Central Bank of the Republic of Azerbaijan

1. Pursuant to the Law of the Republic of Azerbaijan “On Public Procurement”, the Central Bank of the Republic of Azerbaijan is holding an open tender on conducting a pen test to assess information security in the Central Bank.

2. The bid will be held at 15.00, on 21 December 2022 over the single Internet portal for public procurements (https://etender.gov.az/) (hereinafter – Portal).

3. Only business entities that are allowed to participate in e-procurement in accordance with the Law of the Republic of Azerbaijan “On Public Procurement” may participate in the tender.

4. Interested persons may get the bidding documents by paying a participation fee worth 250 (two hundred fifty) manat through the Portal in accordance with the ‘Regulation on the amount, payment and use of participation fee in e-procurement by the method of open tender or quotation request’ approved by Resolution No. 396 of the Cabinet of Ministers of the Republic of Azerbaijan dated 20 December 2021.

The participation fee is non-refundable.

5. Bidders should submit the following documents via the Portal to be eligible:


- bidder’s full name, Charter, state registration certificate or an excerpt from the public register of legal entities, bank requisites

- document confirming authorities of persons empowered to sign the bid and procurement agreement;

- reference from the state authority on the bidder’s category of division of business entities;

- bank statement on the financial condition of the bidder for the last 1 (one) year;

- reference from the relevant public authority on absence of any overdue obligations and other compulsory payments in the Republic of Azerbaijan, as well as failure to comply with the Tax Code of the Republic of Azerbaijan for the last 1 (one) year (excluding the suspension period);

- the bid in Azerbaijani (to be valid at least for 30 (thirty) banking days from 21 December 2022);

- bank guarantee in the amount of 1 (one) percent of the bid (in the bank guarantee form attached to bidding documents);

- information reflecting the bidder's at least 2 (two) years of work experience in the similar field (names, addresses and contact phones of corporate clients);

- copies of documents confirming the availability of at least 2 (two) certified pen test experts;

- information about the projects carried out by the bidder for conducting a pen test to assess information security in the banking and financial sector;

- reference from the relevant state authority that the bidders, their managers and employees have not been convicted of a criminal offense or have not been barred from engaging in relevant professional activities during the 5 years prior to the start of the procurement procedure due to misrepresentation of their professional activities or qualification data for entering the procurement agreement;

- reference from the relevant state authority that the bidder has not been declared bankrupt, his property has not been seized, there is no collateral for payment, and his commercial activity has not been suspended by a court decision.

6. Bidders may submit bids and bank guarantee by 18.00, 20 December 2022 at the latest and other required documents by 15.00, 12 December 2022 at the latest, via the Portal.

7. Commencement date: from the date of signing the procurement agreement.

8. Duration of works: within 50 (fifty) business days from the date of signing the procurement agreement.

9. Evaluation criteria: financial factor.

10. Bidders may get all tender related enquiries and explanations only via the Portal.
