1. In accordance with the Law of the Republic of Azerbaijan “On Public Procurement”, the Central Bank of the Republic of Azerbaijan conducts e-procurement through open tender for the purchase of licenses for standard software used in the Central Bank of the Republic of Azerbaijan.
2. The tender will be held at 15.00, on 23 June 2023 over the single e-portal for public procurement (https://etender.gov.az/) (hereinafter – Portal).
3. Only business entities allowed to participate in e-procurement in accordance with the Law of the Republic of Azerbaijan “On Public Procurement” may participate in the tender.
4. Interested persons may obtain the bidding documents by paying the participation fee worth 600 (six hundred) manats through the Portal in accordance with the ‘Regulation on the amount, payment and use of participation fee in e-procurement by the method of open tender or quotation request’ approved by Resolution No. 396 of the Cabinet of Ministers of the Republic of Azerbaijan dated 20 December 2021.
The participation fee is non-refundable.
5. Bidders should submit the following documents via the Portal to be eligible:
- bidder’s full name, Charter, state registration certificate or an excerpt from the public register of legal entities, bank requisites;
- document confirming authorities of a person empowered to sign the bid and procurement agreement;
- statement from the state authority on the bidder’s category of division of business entities;
- bank statement on the financial condition of the bidder for the last 1 (one) year;
- statement from the relevant state authority on absence of any overdue liabilities on taxes and other mandatory payments in the Republic of Azerbaijan, as well as cases of non-fulfillment of obligations under the Tax Code of the Republic of Azerbaijan during the last 1 (one) year (excluding the period of suspension of activities);
- the bid in Azerbaijani (to be valid at least for 30 (thirty) banking days from 23 June 2023);
- bank guarantee in the amount of 1 (one) percent of the bid (in the bank guarantee form attached to main bidding documents);
- information reflecting the bidder’s last 2 (two) years’ experience on the relevant field (name, address, contact phone of corporate clients);
- statement from the relevant state authority that the bidders themselves, their managers and employees have not been tried for a criminal offense related to their professional activities or for providing false information about their qualifications to conclude a procurement contract or they have not been barred from engaging in relevant professional activities in court in the 5 years preceding the start of the procurement procedure.
- statement from the relevant state authority that the bidders have not been declared bankrupt, their property has not been seized, there was no pledge of payment, and their commercial activities have not been suspended by a court decision;
6. Bidders may submit bids and bank guarantee by 18.00, 22 June 2023 at the latest and other required documents by 15.00, 13 June 2023 at the latest, via the Portal.
7. Commencement of the procurement: from the date of signing the procurement agreement.
8. License granting term: not later than 45 (forty five) working days from the date of signing the procurement agreement.
9. Evaluation criteria: price factor.
10. Bidders may get all tender related enquiries and explanations only via the Portal.
