1. The Central Bank of the Republic of Azerbaijan is holding an open e-tender on procurement of the taxi service according to the Law of the Republic of Azerbaijan on Public Procurements.
2. The bid will be held at 15.00, on 4 October 2023 over the single Internet portal for public procurements (https://etender.gov.az/) (hereinafter – Portal).
3. Only business entities allowed to participate in e-procurement in accordance with the Law of the Republic of Azerbaijan “On Public Procurement” may participate in the tender.
4. Interested persons may obtain the bidding documents by paying the participation fee worth 250 (two hundred fifty) manats through the Portal in accordance with the ‘Regulation on the amount, payment and use of participation fee in e-procurement by the method of open tender or quotation request’ approved by Resolution No. 396 of the Cabinet of Ministers of the Republic of Azerbaijan dated 20 December 2021.
Participation fee is non-refundable.
5. Bidders should submit the following documents via the Portal to be eligible:
- bidder’s full name, Charter, state registration certificate or an excerpt from the public register of legal entities, bank requisites.
- document confirming authorities of the person empowered to sign the bid and procurement agreement.
- statement from the state authority on the bidder’s category of division of business entities.
- bank statement on financial standing over the past one (1) year.
- reference from the relevant public authority on absence of any overdue obligations and other compulsory payments in the Republic of Azerbaijan, as well as failure to comply with the Tax Code of the Republic of Azerbaijan for the last 1 (one) year (excluding the suspension period).
- the bid in Azerbaijani (to be valid at least for 30 (thirty) bank days from 4 October 2023).
- bank guarantee in the amount of 1 (one) percent of the bid (as per the RFP).
- statement from the relevant state authority that the bidders themselves, their managers and employees have not been tried for a criminal offense related to their professional activities or for providing false information about their qualifications to conclude a procurement contract or they have not been barred from engaging in relevant professional activities in court in the 5 years preceding the start of the procurement procedure;
- statement from the relevant state authority that the bidders have not been declared bankrupt, their property has not been seized, there was no pledge of payment, and their commercial activities have not been suspended by a court decision.
- information on at least 2 (two) year work experience on the relevant area (names, addresses, contact numbers of corporate customers).
- information on vehicles available in the car fleet of the bidder that meet the requirements set in the RFP (number, year of production etc.).
6. Bidders may deliver bids and bank guarantees until 18.00, 3 October 2023, and other required documents no later than 15.00, 25 September 2023 via the Portal.
7. Commencement: from the day the procurement agreement signing.
8. Supply of the service: within 1 (one) year from the day the procurement agreement signing.
9. Evaluation criteria: price and technical factors.
10. Bidders may get all tender related enquiries and explanations only via the Portal.
