TENDER ANNOUNCEMENT on procurement of medical insurance services for employees of the Central Bank of the Republic of Azerbaijan

1. Pursuant to the Law of the Republic of Azerbaijan “On Public Procurement”, the Central Bank of the Republic of Azerbaijan is holding an open tender on medical insurance of its employees.
The tender procedure will be held on 30 October 2023 at 15:00 in the administrative building of the Central Bank of the Republic of Azerbaijan (90 R. Behbudov Street, Baku).
 
2. Only insurance companies that have received a license to carry out insurance activities in accodance with the procedure established by law and an official permit for concucting relevant type of insurance may participate in the tender.
 
3. The aggregate capital of the bidder as of the end of the reporting period must not be less than the amount of the required capital calculated in accordance with the legislation.
 
4. Bidders should submit the following documents to be eligible:
 
- application for participation;
 
- notarized copies of legal documents reflecting the legal status of the bidder (charter, state registration certificate or extract from the state register of legal entities), bank details;
 
- copy of the special permit (license) entitling the bidder to carry out insurance activities in the Republic of Azerbaijan and a copy of duly approved regulations for the type of voluntary medical insurance;
 
- document confirming authorities of persons empowered to sign the bid and procurement agreement;
 
- bank certificate on payment of participation fee;
 
- two copies (original and copy) of the bid in Azerbaijani (to be valid until 13 December 2023);
 
- bank guarantee in the amount of 1 (one) percent of the bid (in the form of bank guarantee attached to the main bidding documents);
 
- bank statement on financial standing over the past one (1) year;  
 
- reference from the relevant public authority on absence of any overdue obligations and other compulsory payments in the Republic of Azerbaijan, as well as failure to comply with the Tax Code of the Republic of Azerbaijan for the last 1 (one) year (excluding the suspension period);
 
- information that the bidder has at least 3 (three) years of experience in the field of medical insurance activity;
 
- letter of recommendation issued by at least 2 (two) corporate clients who are not related to the bidder or do not exercise significant control over the bidder in accordance with the insurance legislation;
 
- statement from the relevant state authority that the bidders themselves, their managers and employees have not been tried for a criminal offense related to their professional activities or for providing false information about their qualifications to conclude a procurement contract or they have not been barred from engaging in relevant professional activities in court in the 5 years preceding the start of the procurement procedure. 
 
- statement from the relevant state authority that the bidders have not been declared bankrupt, their property has not been seized, there was no pledge of payment, and their commercial activities have not been suspended by a court decision.
 
5. The bidder shall submit the tender proposal and the bank guarantee in a sealed, signed, written form, in a double envelope by 18:00 on 27 October 2023, and other required documents -  in a sealed, signed, written form, in a closed envelope by 18:00 on 19 October 2023 at the latest, to the coordinator of the Tender Committee in the administrative building of the Central Bank located at 90, R. Behbudov Street, Baku. Envelopes and documents submitted after the deadline will be returned unopened and the bidder will not be admitted to the tender.
 
6. Participation fee is 200 (two hundred) manat. The tender participation fee should be transferred to the following account of the Central Bank of the Republic of Azerbaijan:

The participation fee is non-refundable.
 
7. Commencement date of the service: from 27.11.2023
 
8. Term of delivery: 1 (one) year.
 
9. Evaluation criteria: price and technical factors.
 
10. Insurers wishing to participate in the tender may obtain main bidding documents in the Azerbaijani language from the contact persons of the Procurement Committee in the administrative building of the Central Bank, located at 90, R. Behbudov Street, Baku, by submitting a bank statement on payment of participation fee.
