Regulations on issue, public offering, and circulation of investment securities of international organizations, the Republic of Azerbaijan is the member of, approved

1 November 2023, Baku: One of the key initiatives provided by the Central Bank to further deepen and diversify the capital market is to expand the coverage of investment tools. As the next related action, the Management Board of the Central Bank with its decision of 18 October 2023 approved the ‘Regulations on the issue, public offering and circulation of investment securities of international organizations, the Republic of Azerbaijan is the member of’ (Regulations) which took effect on 31 October 2023.

The Regulations was developed considering opinions of international financial institutions and determine procedures for the issue of securities by these institutions in the domestic market, and the requirements, like disclosure of information, placement of securities and changing conditions of the issuance.

The introduction of the Regulations is expected to elevate the issue of securities by international organizations in the domestic market, support the development of entrepreneurship in the Republic of Azerbaijan, provide access of SMEs to long-term finance and expand the range of liquid instruments traded in the securities market.
