Central Bank hosted the “Regulatory Sandbox Regime: Results and New Opportunities" event

16 October 2025, Baku: The Central Bank of the Republic of Azerbaijan (CBA)  continues its initiatives to expand the use of innovative financial technologies and develop a digital banking ecosystem in the country. As part of these efforts, the CBA organized an event on October 15 titled "Regulatory Sandbox Regime: Results and New Opportunities."

 

In her opening speech at the event, Fidan Tofidi, Director of the CBA's Financial Technologies and Innovations Department, discussed how implementing a regulatory sandbox regime contributes to the development of the ecosystem under the Financial Sector Development Strategy for 2024–2026. Tofidi also presented the CBA's priority initiatives for developing digital financial solutions and fostering widespread innovation.

 

Then, Sahib Hasanov, Head of the CBA’s Regulatory Sandbox  Organization Division, discussed the results of applying the regulatory sandbox regime and its development. Pavel Shust, an expert from the International Finance Corporation, presented important information on international experiences and innovations in this area.

 

During the event, regulatory sandbox participants shared their experiences with the testing period and its stages.

 

At the end of the presentation, participants completed practical exercises. Working in teams, they developed innovative products for application to the regulatory sandbox regime. The teams received expert support and had their questions answered.

 

The CBA’s regulatory sandbox regime provides ample opportunity for innovative financial services and products to be implemented in our country's financial markets. This serves to increase financial inclusion and improve the security and accessibility of financial services.
