22 October 2025, Baku: The Central Bank continues to strengthen information security and cybersecurity in the financial sector. As part of these efforts, the Central Bank released banking sector’s digital fraud statistics.
The main purpose of publication of the digital fraud statistics is to enhance public awareness and promote greater understanding of cybersecurity risks in the financial ecosystem.
The H1 2025 statistical report includes information on all fraud incidents reported by banks operating nationwide. The information is drawn from reports submitted to the Central Bank directly by banks and encompasses various types of fraud, transaction categories, financial losses, and other analytical indicators.
The report also presents periodic measurements of fraud in digital payments, applying internationally recognized metrics. It provides comparative data on domestic and cross-border fraud incidents, highlighting trends in transaction activity and structural developments over time.
On 16 May 2025, at the initiative of the Central Bank, a working group was established in cooperation with the Ministry of Internal Affairs and representatives from the banking sector. The group focuses on enhancing cybersecurity within the digital financial ecosystem, improving preventive measures, and promoting coordinated action in line with international best practices.
