In accordance with Article 35.1.1 of the Law of the Republic of Azerbaijan on State Procurement, all contractors who participated in the open tender held by the Central Bank of the Republic of Azerbaijan on August 18, 2025, for the purchase of labor market survey and analysis services were excluded from the tender by Decision No. 181 of the Procurement Committee dated October 16, 2025, as they did not meet the requirement of having "professionalism and experience in the relevant field for the execution of the procurement contract." The State Agency for Antimonopoly and Consumer Market Supervision under the President of the Republic of Azerbaijan approved this decision (No. AIBNDA/SQ-11298/2025) on October 27, 2025. As a result, the tender was canceled in accordance with Article 36.1.2 of the Law of the Republic of Azerbaijan on State Procurement.
