ADA University holds closing ceremony of ‘Leadership Competencies Training Program’ for middle managers of the Central Bank

19 December 2025, Baku: Baku, 19 December 2025 – Today marked the closing of the latest cohort of the Leadership Competencies Training Program, run in partnership between the Central Bank and ADA University.
In her remarks, Gular Pashayeva, Deputy Governor of the Central Bank, highlighted the importance of the productive cooperation between the Central Bank and ADA University, emphasizing its significant contribution to enhancing human capital and professional potential. She described the program, conducted at ADA University with its strong academic traditions, as a forward-looking strategic investment by the Central Bank, implemented within a framework of mutual understanding and trust.
Congratulating the participants, Ali Ahmadov, Deputy Governor, noted that the program not only strengthens knowledge and skills but also supports participants’ professional development. He emphasized that the program equips attendees with essential competencies necessary to achieve organizational goals.
Vusal Khalilov, Deputy Governor of the Central Bank, extended his best wishes to the graduates, expressing confidence that the newly acquired skills and competencies will further enhance institutional agility and support sustainable development.
Dr. Elkin Nurmammadov, Vice-Rector for Academic Affairs at ADA University, congratulated the participants and highlighted the role such programs play in fostering a professional culture critical to organizational success. Aygun Hajiyeva, Advisor to the Vice-Rector and Director of the Professional Development Program, presented a report on the program’s outcomes and emphasized its role in promoting continuous learning and development.
The training program is an integral part of the Central Bank’s long-term, systematic human capital strategy, focused on developing its leadership team. Key priorities include the application of acquired knowledge and skills in daily management, strengthening leadership behaviors, and establishing a unified management approach across the organization.
Certificates were presented to participants at the conclusion of the event, followed by a group photo.
Since its launch in September 2024, the program has involved 164 Central Bank officials. In June 2025, a ceremony was held to award certificates to 114 middle managers from previous cohorts.
The nine-module program is designed to enhance participants’ leadership potential and further develop their skills. Participants engaged in interactive training sessions led by professional trainers, covering topics aligned with current trends.
Leadership competencies developed through the program contribute to responsible decision-making, cooperation, ethical conduct, and sustainable development at the Central Bank. This approach strengthens the culture of leadership and fosters a management environment based on shared values.
