CBA’s FinCERT becomes a member of the FIRST international organization

11 June 2026, Baku: The Financial Computer Emergency Response Center (FinCERT), established by the Central Bank of Azerbaijan (CBA) to coordinate cybersecurity incident response across the financial sector, has been admitted as a member of the Forum of Incident Response and Security Teams (FIRST), a leading global organization for cybersecurity professionals and incident response teams.

 

FIRST brings together computer security incident response teams from government, private-sector and academic institutions worldwide to promote cooperation, information sharing and best practices in cybersecurity. FinCERT’s membership marks a significant step in strengthening Azerbaijan’s financial-sector cybersecurity capabilities. Through FIRST, FinCERT will gain access to a global network of trusted cybersecurity experts, advanced industry practices and real-time information-sharing mechanisms designed to improve the prevention, detection and response to cyber threats. The membership is expected to support the continued development of Azerbaijan’s financial-sector cybersecurity ecosystem, enhance sector-wide early warning and coordination capabilities, and strengthen the cyber resilience of financial institutions and market participants.

 

FinCERT serves as the financial sector’s dedicated cybersecurity coordination center. The organization is responsible for receiving and analyzing information related to cybersecurity incidents, facilitating coordination among relevant stakeholders, and supporting a unified approach to incident response across the sector. FinCERT’s core mission is to strengthen the exchange of timely cybersecurity information, promote coordinated responses to cyber incidents and contribute to the resilience and security of Azerbaijani financial system.
