Optimization of service fees of National Depository Center

18 December 2020, Baku: The Central Bank takes continuous measures to implement the goals set in the strategic plan for development of the capital market. As a next step, the management Board of the Central Bank decided to optimize fees of the National Depository Center (NDC).

 

The new service fees set by the NDC under best practices and the characteristics of the local market will optimize operating cost in and expand access of issuers to capital markets.

 

In accordance with the international practice, the new tariff plan abolished some service fees, reduced fees for most services, and established differential tariffs that stimulate listing in the stock exchange. As another change, tariffs imposed on issuers for maintenance of securities listed on the stock exchange and maintenance of the register of owners have been more than halved to promote a regulated market. In addition, tariffs charged from investors on the secondary market, market maker and repo deals on the stock exchange have been reduced, and tariffs for disposal services on mortgage and other secured bonds have been optimized. The new tariff plan also envisages organization of a general meeting of shareholders, estimation and payment of dividends on shares, and reduction of interest rates on the calculation and payment of interest on bonds issued by corporations and international organizations.

 

As a result of the introduction of new tariffs, optimization of the tariff burden for issuers and investors in the securities market and increase in the number of issuers listed on the stock exchange is forecasted. The new tariff regime will also make a significant contribution to increasing the level of transparency and expanding opportunities for investors to participate in the capital market against the background of the reduction of the over-the-counter market and the increase in the number of transactions on the stock exchange.
