1. Pursuant to the Law of the Republic of Azerbaijan “On Public Procurement”, the Central Bank of the Republic of Azerbaijan is holding an open e-procurement on the following lots:
Lot 1: Purchase of stationery for the Central Bank of the Republic of Azerbaijan;
Lot 2: Purchase of household goods for the Central Bank of the Republic of Azerbaijan;
Lot 3: Purchase of spare parts for servers, computers and communication equipment used in the Central Bank of the Republic of Azerbaijan;
Lot 4: Purchase of computers, printers, network and office equipment for the Central Bank of the Republic of Azerbaijan.
2. The bid will be held at 15:00, on 17 March 2023 over the single e-portal for public procurement (https://etender.gov.az/) (hereinafter – Portal).
3. Only business entities admitted to participation in e-procurement in accordance with the Law of the Republic of Azerbaijan “On Public Procurement” may participate in the tender.
4. Interested persons may get the bidding documents by paying the following participation fees through the Portal in accordance with the ‘Regulation on the amount, payment and use of participation fee in e-procurement by the method of open tender or quotation request’ approved by Resolution No. 396 of the Cabinet of Ministers of the Republic of Azerbaijan dated 20 December 2021.
Lot 1: 150 (one hundred fifty) manat;
Lot 2: 250 (two hundred fifty) manat;
Lot 3: 250 (two hundred fifty) manat;
Lot 4: 450 (four hundred fifty) manat;
The participation fee is non-refundable.
5. Bidders should submit the following documents via the Portal to be eligible:
- bidder’s full name, Charter, state registration certificate or an excerpt from the public register of legal entities, bank requisites;
- document confirming authorities of a person empowered to sign the bid and procurement agreement;
- reference from the state authority on the bidder’s category of division of business entities;
- the bid in Azerbaijani (to be valid at least for 30 (thirty) banking days from 17 March 2023);
- bank guarantee in the amount of 1 (one) percent of the bid (in the bank guarantee form attached to bidding documents);
- bank statement on the financial condition of the bidder for the last 1 (one) year;
- reference from the relevant public authority on absence of any overdue obligations and other compulsory payments in the Republic of Azerbaijan, as well as failure to comply with the Tax Code of the Republic of Azerbaijan for the last 1 (one) year (excluding the suspension period);
- reference from the relevant state authority that the bidders, their managers and employees have not been convicted of a criminal offense or have not been barred from engaging in relevant professional activities during the 5 years prior to the start of the procurement procedure due to misrepresentation of their professional activities or qualification data for entering the procurement agreement;
- reference from the relevant state authority that the bidder has not been declared bankrupt, his property has not been seized, there is no collateral for payment, and his commercial activity has not been suspended by a court decision;
- information reflecting the applicant's experience in the last 2 (two) years in the relevant area (name, address, contact phone number of corporate clients) (for all lots);
- copies of hygienic certificates and certificates of conformity for detergents provided by the bidder (for lot 2);
- Manufacturer Authorization Form confirming bidder’s authority to sell the proposed goods (for lot 4).
6. Bidders may submit bids and bank guarantee by 18:00, 16 March 2023 at the latest and other required documents by 15:00, 7 March 2023 at the latest, via the Portal.
7. Commencement date:
On all lots: from the date of signing the procurement agreement.
8. Delivery of goods and provision of services (performance of works):
On lots 1, 2 and 3: within 1 (one) year;
On lot 4: within 90 (ninety) banking days.
9. Evaluation criteria:
Lot 1 and 2: price factor;
Lot 3: price and guarantee period;
Lot 4: price, guarantee and delivery period.
Bidders may get all tender related enquiries and explanations only via the Portal.
Bidders can watch opening and evaluation of bids via the Portal.
